Sprite::setColorEffect()

Scratch's colour effect: shifts every colour of the costume around the colour wheel. 0 is no change; 100 is halfway round; 200 is all the way round again. Like Scratch, it gives colours too grey or too dark to show a hue a little one, so white and black are tinted too.
